According to investigators, a suspect was taken into custody in relation to a fatal collision that occurred in Northeast Portland on Monday. Zachary D. Fine, 51, was also named by Portland police as the victim.
Manuel D. Espana, a 21-year-old Portland resident, is charged with manslaughter and other offenses in relation to the early Monday morning collision involving two vehicles.

Fine was traveling south on Northeast 118th Avenue in a 2007 Dodge Calber when he turned left off Halsey. At that point, Fine was allegedly killed when Espana struck him in the passenger side of the Dodge.
According to a statement from the Portland Police Bureau, “excessive speed is believed to have contributed to the crash.” “After receiving a medical clearance, the Acura driver was arrested.”
